I went ahead and used a random Pokemon generator and I got Wingull as a result. Although it only has about 5 different colors, it took me some time because of the overall shape of the Pokemon. I may do more of these because I miss drawing Pokemon.
"When are you going to give me those chips? I can't retain my cute looks without them."
PSA: Never feed seagulls. Once one is fed, the whole flock will arrive and boy they can get aggressive. Also, bird poop. That's the worst.

. I saw this picture in one of their folders and it caught my eye immediately. I adore Pokemon, and I adore this picture of Wingull! I like your idea of showing him in a grumpy mood; he's usually a cute, cheerful-looking bird, so it's fun to see what he would look like if he were portrayed differently. I like his pose and how his wings look like they're on his hips. He's so full of attitude, and he's really impatient for those chips. 
I think the coloring is really nice--the way you did the lighting and shading looks great.
Some minor suggestions: I would perhaps make the angle of his eyebrows sharper and a little more steep so that he'll look more mad. I'd also suggest making one of his feet look like he's tapping it, like he's really impatient, and curl the tips of his wings a little more to make them more fist-like. If you wanted, you could even put an anger symbol (
) on his head, just like in the anime. But even without these, the picture still looks good the way it is. 
I better give Wingull some chips now, before he gets really mad at me!
